Your story makes no sense. I don't see how changing your bank means you can't log in to Paypal. Just log in and add the new account. Then you're talking about pounds, and then you've been allegedly scammed out of 80, pounds. If i'd been scammed out of 80, pounds I'd very quickly be engaging legal help.
